In the three quarters of this year, the National Energy Administration focused on the new energy security strategy of “Four Revolutions and One Cooperation”, focusing on strengthening the clean energy industry, focusing on strengthening industry management, exerting market mechanisms, and continuously optimizing the development of the renewable energy industry. In the three quarters, the overall development of renewable energy was stable, and the situation of abandoned water wind, and light continued to ease.

The installed capacity of renewable energy has steadily expanded. As of the end of September 2019, China's renewable energy installed capacity reached 764 million kilowatts, an increase of 8.2% year-on-year; of which, hydropower installed capacity was 355 million kilowatts (of which pumped storage capacity was 29.99 million kilowatts), wind power installed capacity was 198 million kilowatts, and photovoltaic power generation installed capacity was 190 million The installed capacity of kilowatts and biomass power generation was 21.16 million kilowatts.

The level of renewable energy utilization has increased significantly. At the end of September 2019, renewable energy generation reached 1,417.1 billion kWh, an increase of about 11% year-on-year. Among them, hydropower was 893.8 billion kWh, a year-on-year increase of 7.9%; wind power was 291.4 billion kWh, a year-on-year increase of 8.9%; photovoltaic power generation was 171.5 billion kWh, a year-on-year increase of 28.1%; biomass power generation was 80.4 billion kWh, a year-on-year increase of 19.4%.

Second, the hydropower grid connection operation. In the three quarters of this year, the country's newly added hydropower grid-connected capacity was 2.8 million kilowatts. The provinces with more new installed capacity were 880,000 kilowatts in Yunnan, 390,000 kilowatts in Hunan, and 290,000 kilowatts in Zhejiang, accounting for 55.7% of all newly installed capacity. As of the end of September 2019, the country's installed hydropower capacity was approximately 355 million kilowatts (of which 29.99 million kilowatts were pumped storage).

In the three quarters, the country’s hydropower generation capacity was 893.8 billion kWh, a year-on-year increase of 7.9%. In terms of different provinces, the top five provinces (regions) in terms of hydropower generation are Sichuan 228.8 billion kWh, Yunnan 204.5 billion kWh, Hubei 103.8 billion kWh, Guizhou 54.5 billion kwh, and Guangxi 43.8 billion kWh. Hydropower generation accounts for 71.1% of the country's hydropower generation.

In the three quarters, the average utilization hours of hydropower nationwide was 2,903 hours, an increase of 187 hours year-on-year. By province, the provinces with the average utilization hours were 3888 hours in Gansu, 3786 hours in Ningxia, 3482 hours in Qinghai, 3344 hours in Yunnan, and 3229 hours in Sichuan. In the three quarters, the abandoned water power in major river basins nationwide was about 24.4 billion kWh, a decrease of 15.2 billion kWh over the same period, and the utilization rate of water energy was about 95.9%, a year-on-year increase of 3.3%. Abandoned water mainly occurred in Sichuan Province, and the amount of abandoned water in the main river basins of Sichuan Province reached 21.03 billion kilowatt-hours, a decrease of 5.32 billion kilowatt-hours over the same period, mainly concentrated in the mainstream of the Dadu River. In other provinces, the level of abandoned water power remained low.

Third, wind power grid-connected operation. Since the beginning of this year, China's wind power has maintained a steady development trend and has made steady progress. , the installed capacity continued to grow steadily. From January to September, the nation's new wind power grid-connected capacity increased by 13.08 million kilowatts, an increase of 3.7% year-on-year, and the cumulative grid-connected installed capacity reached 198 million kilowatts. The country’s wind power generation capacity was 291.4 billion kilowatt-hours, and the average national wind power utilization hour was 1519 hours. The overall growth trend was stable and orderly. Second, the industrial layout has been steadily adjusted. Among the newly added grid-connected capacity, the central, eastern, and southern regions accounted for 58.7%, and the layout was further optimized. The third is the steady advancement of offshore wind power. From January to September, the new grid-connected capacity of offshore wind power was 1.06 million kilowatts, which was flat compared with the same period last year. The fourth is a stable breakthrough in decentralized wind power. With the implementation of a batch of projects, the value of decentralized development in improving wind energy utilization efficiency and reducing social energy costs has begun to appear. Decentralized wind power has proliferated year-on-year, and has become a new growth point for the wind power industry. Fifth, the issue of abandoning wind stabilized and improved. From January to September, the country’s wind abandonment amounted to 12.8 billion kilowatt-hours, with an average wind abandonment rate of 4.2%, a significant improvement over the same period last year, a year-on-year decrease of 3.5 percentage points, especially in Xinjiang, Gansu, and Inner Mongolia. The wind abandonment rate in Xinjiang was 15.4%, the wind abandonment rate in Gansu was 8.9%, and the wind abandonment rate in Inner Mongolia was 6.6%, a year-on-year decrease of 9.8, 10.1, and 6.7 percentage points.

Fourth, the grid-connected operation of photovoltaic power generation. In the three quarters, the country's newly installed photovoltaic capacity was 15.99 million kilowatts, of which 77.30 million kilowatts were photovoltaic power stations; and 8.26 million kilowatts were distributed photovoltaics. From the perspective of newly installed capacity, the newly installed capacity in North China was 5.086 million kilowatts, the newly installed capacity in Northeast China was 512,000 kilowatts, the newly installed capacity in Northwest China was 4.308 million kilowatts, the newly installed capacity in East China was 3.322 million kilowatts, and the newly installed capacity in central China It was 1.809 million kilowatts and 955,000 kilowatts were newly installed in South China. As of the end of September 2019, the cumulative installed capacity of photovoltaic power generation was 190 million kilowatts.

In the three quarters, the nation’s photovoltaic power generation reached 171.5 billion kWh, a year-on-year increase of 28.1%; the nation’s average photovoltaic utilization hours were 910 hours, a year-on-year increase of 53 hours; the regions with the average utilization hours were 1165 hours in Northeast China and 1020 in North China. In the three quarters, the nation’s abandoned photovoltaic power output was 3.25 billion kilowatt-hours, and the abandoned light rate was 1.9%, a year-on-year decrease of 1.0 percentage point. The abandoned light was mainly concentrated in Xinjiang, Gansu, and Qinghai. Among them, Xinjiang (including the Xinjiang Construction Corps) abandoned 1.02 billion kilowatt-hours of light, and the abandoned light rate was 8.9%, a year-on-year decrease of 6.9 percentage points. Gansu abandoned the amount of light by 460 million kilowatt-hours. The light rate was 4.8%, a year-on-year decrease of 5.1 percentage points; Qinghai’s abandoned photovoltaic capacity was 730 million kWh, and the light-abandonment rate was 5.8%, a year-on-year increase of 1.8%.

V. Grid-connected operation of biomass power generation. In the three quarters of this year, the new installed capacity of biomass power generation was 3.35 million kilowatts, and the cumulative installed capacity reached 21.16 million kilowatts, a year-on-year increase of 15.4%; in the three quarters, the biomass power generation capacity was 80.4 billion kilowatt-hours, a year-on-year increase of 19.4%.
